Working in support of our client Longenecker & Associates, Thomas Thor USA is currently seeking a Contractor Assurance Systems Manager for the Los Alamos National Laboratory. This is a position to be based in Los Alamos, New Mexico.

Los Alamos National Laboratory (LANL) is a multidisciplinary research institution dedicated to enhancing national security by ensuring the safety and reliability of the U.S. nuclear stockpile, developing technologies to reduce threats from weapons of mass destruction, and solving problems related to energy, environment, infrastructure, health, and global security concerns.

Longenecker & Associates (L&A) is a critical subcontractor to N3B the prime holder of the Los Alamos Legacy Cleanup Contract (LLCC).

Longenecker & Associates (L&A) seeks a Contractor Assurance Systems Manager to continue to mature the implementation of the Contractor Assurance Systems (CAS) Program, including policies, processes, procedures and applications, contributing to the overall objectives of maintaining an effective assurance program. Must have the ability to ensure that CAS data is effectively analyzed to identify trends and impacts and potential impacts to N3B operations.

Role description

Reporting to the Mission Assurance Director, the Contractor Assurance Manager leads LLCC-wide efforts to ensure that N3B’s CAS program meets requirements, provides N3B management with understanding the health of mission delivery, promotes and influences continuous improvement, and supports N3B management with implementation. Individual will lead, mentor, and manage CAS staff.

  • Proactively identifies and elevates topics of concern and works closely with the N3B Mission Assurance Director and the N3B QA&T Program Manager to develop and implement strategies, priorities and plans.
  • Manages the NB3 CAS organization to enable and achieve N3B mission objectives.
  • Develops meaningful performance goals in collaboration with CAS individual and performs meaningful employee performance evaluations.
  • Ensures staff are properly trained and qualified to execute responsibilities.
  • Ensures full and effective implementation of the N3B CAS Description.
  • Demonstrated ability to lead and coordinate a cross-organizational team to assure accomplishment of team objectives.
  • Supports implementation/execution of L&A LLCC subcontract with N3B.
  • Provides regular status to the N3B Mission Assurance Director, L&A Vice President for Mission Assurance and other L&A senior managers.
  • Develops and presents CAS performance results for use by N3B management, EM-LA, and other stakeholders.
  • Coordinates and manages L&A 1099 performers in support of CAS, as necessary.

  • Develops and implements the NB3 Contractor Assurance System in compliance with contractual requirements and the CAS Description.
  • Ensures highly effective implementation of CAS elements including:
    • Issues Management (a.k.a. Corrective Action)
    • Integrated Assessment scheduling and Management Assessment performance
    • Causal analyses
    • Lessons Learned
    • ORPS
    • NTS
    • PAAA

Additional Responsibilities

  • Event investigation
  • Key Performance Indicators, Metrics, and other indicators (i.e. N3B CAS Dashboard) for understanding N3B mission performance health
  • Interfaces with various stakeholders regarding CAS, including N3B Program Managers, organizational staff, EM-LA personnel, EM HQ personnel, other LLCC contractors, vendors and subcontractors.
  • Interacts with N3B managers and personnel to foster engagement with and implementation of CAS responsibilities.
  • Maintains understanding of LLCC contract requirements and baseline plans.
  • Determines and defines project/LLCC-wide assurance and continuous improvement objectives and assignments.
  • Oversees and guides N3B performance improvement.
  • Acts as the Contractor Assurance interpretive authority for institutional CAS on behalf of the Mission Assurance Director.
  • Develops institutional CAS training programs and methods of training for effective implementation of CAS programs.

Minimum Qualifications

  • Demonstrated ability to lead and mentor staff.
  • Eight years of experience managing and applying CAS Programs in comparable organization and scope.• Understanding and knowledge of DOE O 226.1.
  • Knowledge of environmental remediation and waste management projects.
  • Strong communication and interpersonal skills necessary to interact constructively with and influence all levels of N3B management, subject matter experts and external agencies.
  • Proven analytical skills to perform assessments and identify and evaluate issues and risks that could impede N3B from meeting LLCC objectives and requirements.
  • Ability to use independent judgment for determining course of action.
  • Skill and ability to independently develop and administer schedules and assessment requirements, and to integrate them into systems.
  • NQA-1 Auditor and/or Lead Auditor experience.

Education and Experience Required

  • Bachelor’s degree in Engineering, Science or a related discipline
  • Eight years of CAS (preferably with Department of Energy programs)
  • Knowledge of and experience with quality assurance regulatory/contractual/technical documents (i.e., Department of Energy [DOE] orders, DOE Order 414.1, 10CFR830, NQA-1, contractual requirements relevant to quality assurance activities).
  • Must be a U.S. Citizen
  • Experience developing, analyzing, and reporting Contractor Assurance Metrics.
