In support of our client Longenecker & Associates, we are currently/urgently looking for an Environmental Specialist/Monitor. This is a permanent position to be based in Idaho Falls, ID.
This position serves as Environmental compliance support for construction activities performed by the Granite Construction Corporation (GCC) for the Spent Fuel Handling Recapitalization Project (SFHP) at the Department of Energy (DOE) Naval Reactors Facility (NRF) at the Idaho National Laboratory (INL) located approximately 50 miles west of Idaho Falls, ID. GCC is contracted by Fluor Marine Propulsion to construct large reinforced concrete structures to nuclear quality standards (ASME NQA-1-2008/1a-2009) for the SFHP facility. GCC directly interfaces with Jacobs, the Engineering, Procurement and Construction Management (EPCM) contractor for Fluor Marine Propulsion. The physical work site is in a high desert environment (4800 feet MSL) with low precipitation (8 inches annually) and significant temperature extremes (-40oF to +100oF).
The Environmental Specialist/Monitor must have an understanding of Federal, State, and Local environmental compliance regulations, including regulations governing environmental compliance at the INL located in Butte County, Idaho or have the ability to learn the environmental compliance regulations and requirements specific to the SFHP concrete placement project. The DOE is the environmental regulator for the INL and the direct interface with local, state and federal regulators for activities conducted by INL contractors. GCC environmental activities are conducted under the oversight of Jacobs/Fluor Marine Propulsion personnel who directly interface with DOE.Environment affecting activities conducted at the work site will include, but are not limited to:
While working to achieve GCC objectives, the Environmental Specialist/Monitor will ensure all activities and operations are performed in a safe and deliberate manner to include protecting the confidentiality and integrity of Personally Identifiable Information (PII). This role will maintain required safety, security, and operational training; assure procedural and regulatory compliance; and make safety, security, and quality an integral part of every task; including taking the necessary steps to stop work if continuing the job is unsafe or compromises environmental compliance.
The Environmental Specialist/Monitor will ensure all GCC work is performed in compliance with federal, state, local and project-specific environmental and reporting requirements. GCC must comply with the following Jacobs-provided plans and procedures:

Minimum Qualifications (Knowledge, Skills, Abilities):
Education and Experience Required: Bachelor’s degree and 1 to 2 years relevant experience or high school diploma and 3-5 years relevant experience
Physical Requirements: Job performance requires adequate visual acuity and manual dexterity for meeting the requirements of the discipline. Light work involves lifting no more than 40 pounds at a time with frequent lifting or carrying of objects weighing up to 10 pounds.
Impact: Most assignments are complex and performed independently or with direction from the Environmental Manager. Exercises considerable latitude in determining technical objectives of assignment. Effects of decisions or recommendations are long lasting and would typically result in failure to achieve major organizational objectives as well as problems with customer satisfaction.
Business Associations: Interacts with GCC personnel and Jacobs environmental counterparts on environmental compliance matters often requiring coordination between organizations.
