Ontario Power Generation Inc. (OPG) is a Crown corporation and “government business enterprise” that is responsible for approximately half of the electricity generation in the province of Ontario, Canada. It is wholly owned by the government of Ontario and sources of electricity include Nuclear, Hydroelectric, Wind, Gas, and Biomass.

OPG is proud to be one of the largest, most diverse clean power producers in North America. They invest millions in local economies and employ thousands of people to maintain a modern, sophisticated energy fleet. Nuclear power is one of the best ways to meet the constant electricity demands of Ontario reliably, cost effectively, and without the environmental impact of greenhouse gas and carbon emissions. OPG is the owner of four nuclear power plants. It directly operates both the Pickering Nuclear Generating Station and the Darlington Nuclear Generating Station. OPG also owns the two nuclear power plants that make up the Bruce Nuclear Generating Station on Lake Huron in western Ontario, which are operated by Bruce Power under a long-term lease.

There are multiple Section Manager, Maintenance opportunities at OPG’s Nuclear sites at Darlington, Pickering and Corporate Headquarters, located in the South Ontario, Durham area.

Responsibilities:

CONTROL MAINTENANCE:

  • Manage the execution of preventive and corrective maintenance activities by electrical maintenance
  • Perform preventive and corrective maintenance activities as required by schedules issued by the Work Control
  • Notify Work Control Department in sufficient time for an adjustment to be made to work schedules if unable to perform maintenance as Perform urgent corrective maintenance as requested by the Shift Manager.
  • Ensure that subordinates perform maintenance activities in accordance with Ontario Power Generation, Nuclear (OPGN) standards for the conduct of maintenance and in accordance with site maintenance procedures.
  • Ensure that subordinates perform maintenance activities in a conservative fashion with due regard for nuclear, radiological and industrial Ensure subordinates performing maintenance activities are trained and qualified to perform them.
  • Conduct on-the-job
  • Continually seek out and pursue opportunities to improve the maintenance

MECHANICAL MAINTENANCE:

  • Manage the execution of preventive and corrective maintenance activities by mechanical maintenance
  • Perform preventive and corrective maintenance activities as required by schedules issued by the Work Control
  • Notify Work Control Department in sufficient time for an adjustment to be made to work schedules if unable to perform maintenance as Perform urgent corrective maintenance as requested by the Shift Superintendent.
  • Ensure that subordinates perform maintenance activities in accordance with OPGN standards for the conduct of maintenance and in accordance with site maintenance procedures.

CIVIL MAINTENANCE:

  • Support the Department and Station organizations by providing leadership, commitment to high standards of performance, and assist in aligning the Maintenance organization to effectively implement civil maintenance Provide leadership and manage the section to achieve approved program results and targeted objectives.
  • Accountabilities Specific to Civil Maintenance: Manage the execution of preventive and corrective maintenance activities performed by civil maintenance workers as required based on schedules issued by the Work Control Department.
  • Manage urgent corrective maintenance as requested by the Shift
  • Maintain site Transport and Work Equipment (T&WE). Ensure that subordinates perform maintenance activities in accordance with Ontario Power Generation, Nuclear (OPGN) standards for the conduct of maintenance, and in accordance with site maintenance procedures.
  • Ensure that subordinates perform maintenance activities in a conservative fashion with due regard for nuclear, radiological and industrial
  • Ensure subordinates performing maintenance activities are trained and qualified to perform Conduct on-the-job training. Develop subordinates using formal and informal techniques.
  • Conduct paired and individual observation in the field and in training settings and provide Record and report on trends, risks and issues.
  • Analyze section performance, prepare performance improvement plans, and incorporate them in work programs and business plan
  • Perform self-assessments of the Maintenance Department against OPGN and industry standards. Continually seek out and pursue opportunities to improve the maintenance program.
  • Fulfill obligations pursuant to the Occupational Health & Safety Act (OHSA).

CONTRACTS AND PROJECTS:

  • ManagetheContractorManagementOffice,includingcontractadministrationand

contract monitoring.

  • Act as the Single Point of Contact (SPOC) at the nuclear station to execute outage work and Integrated On-line Plan (IOP) work involving contract
  • Ensure contract staff perform work safely in accordance with OPGN standards for the conduct of maintenance and in accordance with site maintenance
  • Review work plans, contract documents and design
  • Support or provide advice on staffing strategies for unionized
  • Provide qualified Building Trades Union (BTU) and Power Workers’ Union (PWU) trades capability through contractors and Direct Hires BTU
  • Maintain and arrange for resources to execute specified work
  • Support, develop and advise on long-term Purchased Services Agreement (PSA) maintenance outage overflow strategies including making presentations to senior leadership teams across the Nuclear business.
  • Develop and negotiate purchase order requirements and negotiate Requests for Proposal (RFPs) and Requests for Quote (RFQs) and manages BTU Master Service Agreements (MSAs) with external vendors.
  • Ensure OPG and contractor staff fulfill obligations as per the Occupational Health & Safety Act (OHSA) as owner, constructor and employer.
  • Participate in the work assignment process including Chestnut Park Accord Addendum (CPAA) and Purchased Services Agreement (PSA).
  • Provide resource information on field construction activities, procedures and work

MAINTENANCE PLANNING, STRATEGY OR PROCEDURES:

  • Manage the planning of maintenance
  • For maintenance work to be performed, identify any necessary prerequisite support work (e.g., erection of scaffolding), and input the necessary work request(s) to the work management system.
  • For maintenance work to be performed, identify the tools, equipment and materials required, and requisition or reserve them as
  • For maintenance work to be performed, identify any additional controls to be put in place to ensure work is performed
  • Advise Supply Chain Manager on parts and materials to be kept in stock and recommend appropriate stock levels for the effective and efficient conduct of maintenance.
  • Assist the Maintenance Support and Maintenance Production Managers to develop maintenance strategies and work programs for the Coordinate the training requirements for the Maintenance Departments. Manage the operating experience program for the Maintenance Departments.
  • Assist the Maintenance Support and Maintenance Production Managers to prepare maintenance strategies, work programs and business plan submissions consistent with OPGN direction.
  • Prepare performance reports for the Maintenance Departments.
  • For maintenance work to be performed, prepare a package of information and documents to support execution of the work.
  • For maintenance work to be performed, provide an estimate of the time and staff required for completion.
  • Inform Work Control Department whether maintenance planning activities can or cannot be completed to support work scheduled by the departments in sufficient time for adjustments to be made to their schedules.
  • Analyze the degree to which work is performed in accordance with work packages. Identify and implement improvements to the assessing process.
  • Within the constraints of OPGN and site management systems, develop supplemental management systems for the Maintenance Departments.
  • Report costs incurred versus budget and assist the Maintenance Support and Maintenance Production Managers in controlling costs.
  • Analyze the performance of the Maintenance Departments, prepare performance improvement plans and incorporate them in work programs and business plan submissions.
  • Prepare forecasts of temporary and regular staffing requirements and requirements for contractors.
  • Acquire temporary and regular maintenance staff and contractors. This function includes administering the PSA and CPAA.
  • Prepare plans for the deployment of staffing within the Maintenance Departments and for the assignment of staff from the departments to other departments and projects.
  • Define the training needs and priorities of the Maintenance Departments and acquire training from Nuclear Training organization.
  • Prepare annual training schedules for all personnel in the Maintenance Departments.
  • Develop training to supplement that provided by Nuclear Training (e.g., on-the-job training).
  • Perform self-assessments of the Maintenance Department against OPGN and industry standards. Recommend improvement initiatives.
  • Track corrective and improvement actions and provide progress reports to managers in the Maintenance Departments.
  • Ensure effective short and long term workforce modelling is in place to accurately predict the requirements on critical skill Nuclear Staff, providing forecast of permanent and temporary staff requirements with consideration given to demographics, attrition, plant closures, plant refurbishments, new builds, market conditions and available staff supply.
  • Manage the recruitment process for internal and/or external hiring of permanent and temporary staff. Work with local Human Resources and designated recruitment teams to establish recruitment strategies to meet hiring deadlines that facilitate selection of quality staff. Provide program oversight for recruiting activities, such as job postings, applicant pool management, screening, testing, interviewing, work checks, security clearance, job offers and orientation.
  • Act as a primary liaison with union agents to promote and secure ongoing timely availability of workforce with the desired skill set. Work with various educational institutions (i.e., colleges, universities) and agencies such as Ministry of Colleges and Universities to secure a sustainable pool of graduates in the desired fields. Co-ordinate high school, college and university presentations, and support on-campus activities, such as job fairs and career fairs.
  • Prepare and maintain maintenance procedures and all other documentation necessary to support the safe, effective execution of maintenance activities.
  • Prepare and revise maintenance procedures (including work plans and post-maintenance test procedures).
  • Within the framework of administrative and process-related procedures established by OPGN and the site, prepare and maintain supplementary procedures required by the Maintenance Department.

Knowledge, Skills, and Experience:

  • 5 – 15 years of experience
  • Engineering or Project Management leaders
  • Experience working with the trades.
  • Experience in Chemical, Mechanical or Civil engineering is preferred.
  • Understanding of the mechanics of equipment
  • Understanding of costs, budgeting and scheduling
  • Excellent leadership/management experience
  • Must be legally eligible to work in Canada.
