For a well known client operating in the United Arab Emirates we are currently in search of a Head of Change Management. The client is offering a 12 months contract, with a possibility for extension.

 

 

Role description

To efficiently and effectively manage and control the contractual and commercial activities of the Prime Contract (and other contracts) and in particular aspects as they relate to Change of the Works associated with the supporting infrastructure to the plant (e.g. support facilities, PPS, Switchyard, etc.) to assure commercial interests are secured and risk exposure is minimized.

Responsibilities

  1. Prime Contractor (and other Contractors) Oversight:
    • Provide a collaborative and integrated effort with Prime Contract Management (PCM) team to ensure that the oversight efforts with the Prime Contractor are comprehensive, seamless and timely to the extent possible
    • Head a team of contracts specialists and consultants to address change and contentious matters arising under the Prime Contract and other contracts with particular emphasis on the supporting infrastructure to the Nuclear Power Plant
    • Work closely with internal organizations to ensure that Prime Contractor’s reporting of PC activities, deliverable, and / or progress are accurate and aligned with the Prime Contract. Similarly other contracts
    • Communicate and interface with Prime Contractor for managing all commercial issues arising under the Prime Contract and other contracts
    • Review all necessary “checks and balances” oversight to ensure that all of the Prime Contractor’s (and other contractors) activities, invoices meet the contractual obligations
    • Be familiar with various UAE stakeholders and UAE Applicable law and have a good understanding of how this integrates with the regulatory codes and standards
    • Train and manage the PCM staff to build knowledge and understanding of how commercial and contractual aspects of the contract operate and support the construction
  2. Change Management
    • Minimize exposure to changes to Prime Contract and other contracts by applying correct contractual provisions
    • Negotiation and timely agreement of changes
    • Ensuring relevant internal procedures are adhered to
    • Ensuring appropriate approvals are obtained and internal delegations of approval adhered to
  1. Other commercial activities
    • Contractual advice to other stakeholders and senior management and ensuring Prime Contract and other contract obligations of all parties are adhered to
    • Negotiation of fixed rates presented by contractor
    • Ensuring commercially reasonable and competitive pricing is achieved at all times
    • Ensuring appropriate approvals are obtained and internal delegation of approval adhered to
  1. Budget
    • Support Senior Commercial Manager in the development and adherence to the PCM team budget and monitors financial performance versus budget to ensure alignment
    • Ensuring appropriate budgets are in place for any additional scope of work
  1. People Management
    • Manage the effective achievement of organizations objectives by settling individual targets, developing and motivating staff, provision of formal and informal feedback and appraisal in order to maximize subordinate and department performance
    • Contribute to the development of UAE National employees in a manner which supports the objectives of the corporation and its Emiratization strategy
    • Contribute to knowledge dissemination / sharing in a way that assists with building internal capabilities of UAE Nationals where applicable and maximize their effective performance

Essential skills

  • Bachelor Degree in QS, Construction Management or similar.
  • Chartered member of a recognized professional institution such as RICS, CIOB, ICE or CIPS
  • Minimum 7 years relevant experience in construction industry
  • Exposure to supervising contract specialists of varying experience
  • Extensive experience of construction industry major contracts and legal issues
  • Strong technical understanding of operating nuclear technologies and newly developed light water nuclear technologies
  • Effective contract management skills including contractual and schedule analysis
  • Strong communication skills
  • Excellent negotiating skills and ability to translate these to other cultures
  • Strong abilities with complex areas of claims and dispute
