For a new build project aiming to become a world leading producer of medical isotopes and important nuclear research center, we’re looking for a subject matter expert Safety & Licensing, overseeing all safety demonstration related work packages.

Role description


The duties of the Senior Nuclear Licensing and Safety expert are:

  • Supports and advises the Licensing & Compliance Manager
  • Reports on work packages progress to the Licensing & Compliance Manager
  • Advises on safety culture
  • Takes part in the understanding and implementation within the company of basic safety principles
  • Contributes to the definition of the licensing management framework (processes, procedures)
  • Contributes to the Licensing & Compliance Stream Plan
  • Identifies licensing risks, and makes suggestions for improvement across the full width of the licensing & compliance activities
  • Reviews main nuclear licensing deliverables such as PSAR and SR in particular with regard to compliance with safety demonstration requirements
  • Participates to the review of deterministic safety analysis and probabilistic safety assessment (level 1-3) and other safety related assessments contributing to the safety demonstration
  • Reviews documents prepared for the Nuclear Energy Act license application (KEW-vergunningaanvraag)
  • Prepares licensing & compliance documents (communications (letters, notes), amendments, reports, permit and change requests, exemptions, notifications, etc.)
  • Collaborates with the Engineering team on nuclear safety and licensing related aspects
  • Advises the Engineering team and the organization (s) regarding the interpretation of the (safety) permit regulations


  • Is responsible for ensuring that all deliverables contributing to the safety demonstration are produced in accordance with the safety demonstration process and collects evidence of this:
    • Maintains the Safety Demonstration Process and related procedures
    • Supports PALLAS organization in the application of the Safety Demonstration Process
    • Contributes to determine and catalogue safety demonstration deliverables
    • Contributes to set requirements for the safety demonstration
    • Maintains oversight of document safety classification to ensure consistent approach and application
    • Leads the activities to appoint an Independent Safety Reviewer
    • Coordinates Safety Committee and general governance of safety deliverables
    • Collates and records Documents Safety Classification, Verification, Independent Review and Governance evidence
    • Maintains overall status of the Safety Demonstration

Essential skills

Knowledge and / or experience requirements

  • A completed education at master level in the field of Nuclear Engineering
  • 10+ years of technical experience in the nuclear sector
  • 5+ year of experience in nuclear licensing and/or nuclear safety
  • Excellent oral and written skills in English
  • Professional affiliation to an Engineering body
  • Experience with nuclear codes and standards
  • Project management skills
  • Is adept to team working

Desired skills

  • Knowledge on Leadership and Management for Safety aspects is an advantage
  • Affinity with International Atomic Energy Agency systems and guidelines is an advantage.
