Our client, a major energy organisation, is seeking a Programme Lead to support a key UK nuclear new build programme. This is a permanent position to be based in the South West of UK.

Role description

The Programme Lead is the nominated deputy to the Programme Director.  The Programme Director is the sponsor of the Nuclear Island Programme, responsible for full life cycle delivery of the contracts or work packages assigned to the Programme.

The role holder will support the Programme Director in leading a multi-disciplinary team (MDT) from the various functional areas to ensure the integrated delivery of all aspects of work from design through to handover of the plant in their area in accordance with the overall Project schedule.

Responsibilities

The deputy director will support the Programme Director with a number of key roles and will have delegated authority to deliver on specific roles autonomously.  The Programme Director is principally accountable for ensuring the successful co-ordination of activities between the various functions, using an MDT, such that the activities of design, procurement, construction and commissioning are effectively combined for a part of the project. The following are some facets of the Programme Director role:

  • As an MDT Leader provides the direction, the challenge, the motivation, the coaching and all of those leadership qualities that bind the project functions into a team to allow the MDT to work co-operatively toward common goals.
  • As Planner makes sure that a comprehensive Programme plan is developed and accepted by the team, that responsibilities/accountabilities are assigned and that the plan is kept up to date.
  • As an Organiser establishes the Programme organisation structure and works with the project team leadership and functional managers to staff the Programme with people trained and qualified to execute the Programme. Implements resource planning updates to allow line management to manage their workforce.
  • As Integrator integrates and aligns the efforts of all contributing organisations into a cohesive team to co-operatively deliver the contract scope of services and meet the project expectations. Establishes Programme goals with stretch targets with the Programme team leadership for alignment and commitment.
  • As Interface Manager ensures all interfaces are clearly defined and ownership assigned.
  • As Communicator makes sure that the Programme team, management, contractors, subcontractors, and customer have the information they need when they need it, and that formal channels are established to support the project communication plan.
  • As Contract Manager ensures that the contract terms are complied with by all parties and manages change from the Programme baseline.
  • As Controller measures and controls the budget, schedule and deliverables against the Programme plan and Programme baseline using the services of the project controls function.

Dimensions:

This is a key role within the Project organisation and is directly responsible working closely with the Programme Director on the Execution strategy and delivery of activities.

  • the Programme Director is accountable for the delivery of around £3bn of the programme scope.

Staff

This role will manage a multi -disciplinary team of around 60 client facing people who in turn will manage contracts and a workforce of up to 4000 people.

This programme is accountable for the installation & interaction of a large majority of the plant on the site.

  • This role will manage the interfaces with the Engineering teams and work closely with the other programmes for the delivery of the total schedule

Principal Accountabilities:

  • Deputise for the Nuclear Island Programme Director as necessary in all aspects of leading the Nuclear Island Programme
  • Work with the Programme Director to define the work scope to be delivered within the programme of work and the interfaces to the other programmes
  • Support the Programme Director in establishing and leading a team, capable of delivering the work scope, with clear roles and responsibilities and delivery accountabilities.
  • Working with, or on behalf of, the Programme Director to develop and maintain a programme definition document (PDD), setting out how the programme of work will be managed, organised and executed. The PDD sets out the “why”, “what”, “how”, “when” and “who” for the delivery of the programme,
  • Drive the delivery of the programme activities to ensure they are delivered safely, on time, to budget, meeting business & technical requirements. Monitor and manage the progress of the programme – track progress against milestones, deadlines, budget and provide key stakeholders with reports on these matters
  • Anticipate, manage and resolve issues within the programme. Identify risks and facilitate the resolution of all issues raised, develop and update the programme budget, and escalate any issues to the Delivery Director. Monitor and adjust the execution plan where issues arise to ensure the overall programme schedule is met,
  • Work with the Programme Director to develop and maintain the project schedule
  • Interface with other programmes to ensure a high-level view of how the total project is progressing and to identify and adopt the use of best practice,
  • Ensure that programme contractual requirements are fulfilled,
  • Establish and maintain effective working relationships with all project team members.

Nuclear Safety Accountabilities:

This Post has nuclear safety responsibilities (“roles”) which could have an impact on nuclear safety through the activities that they perform. These are detailed in the Nuclear Baseline.

Nature and Scope:

The nature of the role is to provide leadership to ensure the effective delivery of activities in the programme, while recognising and managing the impacts of the programme on the wider Project. The Programme Director will apply a project management approach to activities relating to the detailed design, manufacturing and construction which are largely delivered through contracts and commissioning managed through integrated contractor and teams to ensure all activities are delivered safely, to quality, budget and schedule.

The Programme Director is responsible for the delivery of a specific set of activities to time, cost, safety and quality including the day to day management of specific contract and the L2 and L3 schedule (Detailed Control Schedules) which provide detailed weekly and monthly work execution sequences.

Leadership is crucial as the Programme Director will be required to establish and lead diverse project team members to deliver activities within their programme. Key resources will need to be identified, requested and clear roles and responsibilities will need to be communicated. The Programme Director will be responsible for setting up and managing a near term work plan to drive the delivery of work, setting up and compliance with a budget for their areas of activity; development and operation of a risk log– challenging any increase in costs and developing options to reduce cost, establishing and managing the interfaces between their work scope and the work of the other programme/project managers, setting up and operating the quality plan and the change control for their contracts.

 

Essential skills

 

Track record of delivering projects within a technically complex and dynamic environment whilst ensuring high levels of safety, security and environmental responsibility, ideally within the Energy sector or similar regulated environment.

  • Demonstrate success in managing / developing:
    • engineering design, contract and field execution strategies for project delivery,
    • Multi-discipline EPCC projects,
    • Procurement and management of complex contracts,
    • Control of costs; risk; schedule and change and proficient in the use of Earned Value tools,
    • Close out of commercial claims and the associated negotiations.
  • Experience of successfully engaging groups of stakeholders.
  • Able to demonstrate strong management skills including project management, financial management, change management and facilitation.
  • Experience of managing contractors, consultants and other advisors throughout large and complex construction projects, in a regulated environment. Including NEC or FIDIC contracts.
  • Excellent presentation, influencing and facilitation skills.
  • Excellent communication and organisational skills, able to develop relationships and maintain effective networks.
  • Strong numerical and analytical skills.
  • Working knowledge of French language an advantage.
  • Degree and chartered status in an engineering, construction, physics or other related field.
  • Good knowledge of CDM Regulations.
  • Knowledge and / or practitioner of Project Management with experience with experience of applying either APM Body of knowledge, OGC’s Prince 2, OGC’s MSP (Managing Successful Programmes) or equivalent.
  • Can demonstrate experience of managing project through the project lifecycle from concept to handover
  • Understanding the needs of quality and how quality is assured and controlled.
