Role description

Job Purpose:

Provide governance and oversight and direct the Radiation Safety (RS) Division, including Radiation Protection (RP) and Radiological Waste (RW) functions, throughout the planning, execution, and operational phases of activities for the Nuclear Power Plant (NPP). Ensure all activities are to be consistent with regulatory requirements, operating policies and principles, nuclear standards for nuclear safety, industrial safety, and environmental protection, to achieve the overall business performance objectives.

Central RP and RW: Direct the governance and oversight for the RP and RW functions.

Plant RP and RW: Direct the RP and RW functions for NPP to ensure all human resource, plant facilities, technical programs, processes and procedures are standardized fleet-wide.

Key Activities and Responsibilities:

Radiation Protection, Radiological Waste, Effluent Waste Program (FOR CENTRAL ONLY)

  • Provide governance and oversight of all NPP units’ RS activities, including RP and RW, to achieve the highest level of safety and reliability.
  • Direct plant-wide standardization of Radiation Protection, Radiological Waste functions for all NPP units.
  • Govern procedures related to Radiation Safety programs and processes to ensure they are shared across the NPP units and adherence to and alignment with regulatory standard
  • Manage the development and maintenance of Radiation Safety Programs, Processes, Procedures and systems in line with regulatory requirements, operating policies and principles, nuclear standards for nuclear safety, industrial safety, and environmental protection, in order to achieve the overall business performance objectives.
  • Manage and monitor oversight periodic or unscheduled activities including surveillance to ensure highest standards of conduct pertaining Radiological Protection System and equipment.
  • Review the analysis of potential RS issues and identify the appropriate actions to resolve these issues and prevent their reoccurrences.

Radiation Protection, Radiological Waste, Effluent Waste Program (FOR PLANT ONLY)

  • Direct radiation protection, radiological waste, and effluent management activities to ensure key job tasks are performed to achieve the highest level of safety and reliability.
  • Direct and review the creation and implementation of a RP, RW, and Effluent Waste business plan for the Radiation Safety area to meet long term objectives set by central organization.
  • Enforce high standards of performance and align the Radiation Safety organization to implement and control activities effectively, with emphasis on the importance of RP monitoring and protection of nuclear safety barriers to ensure compliance with regulations.
  • Direct Radioactive Material storage, handling, and use to be conducted in a manner that protects personnel, plant systems, and the environment.
  • Review and monitor periodic or unscheduled activities including surveillance and check of Radiological Protection System and equipment to ensure the highest standards of conduct.

Plant Support (FOR CENTRAL AND PLANT)

  • Review human capital plan to ensure staff is hired, trained, and qualified to meet staffing requirements.
  • Direct the As Low As Reasonably Achievable (ALARA) Committee to improve plant performance with regards to exposure.
  • Review procurement origination support for contracts to ensure alignment with standards.
  • Coordinate implementation of RP initiatives affecting all NPP units to ensure consistent operations across the plant.
  • Oversee the plant organization in preparing for and conducting World Association of Nuclear Operators (WAN) and Institute of Nuclear Power Operations (INPO) evaluations to excel in evaluation and ensure feedback is appropriately implemented.
  • Govern the creating and management of the Radiation Safety budget and business plan to align with business requirements.

Staff Training and Qualification

  • Develop strategic goals and communicate management expectations throughout the RP & RW functions to ensure a high level of safety and reliability of plant systems.
  • Evaluate performance of individual staff to direct the development of necessary training, technical knowledge and skills and provide feedback on program effectiveness to ensure adequacy of training programs.

Corporate Strategy and Operational Planning

  • Develop and execute the Division’s annual Business Plan to ensure alignment with the Business Unit’s strategic and financial priorities, and the corporate goals.
  • Recommend an optimum organization structure, manpower plan and budget for the Division and monitor them on a regular basis to ensure efficient and effective utilization of resources.
  • Contribute ideas which support an efficient and effective structure and resource allocation for the Division, to ensure smooth workflow of operational processes and optimal utilization of resources.
  • Provide input into the development of the Business Unit’s policies and develop the Division’s systems, processes and procedures, identifying potential areas of improvement to ensure efficient, effective, safe and risk-free operations as well as compliance with corporate and regulatory requirements.
  • Monitor, control and report Operational and financial Key Performance Indicators (KPIs) related to the Division, to track performance and recommend corrective or mitigating actions.
  • Ensure that all relative reports are prepared timely and accurately, and meet the Division’s requirements, policies and standards.

Health and Safety and Security

  • Ensure compliance to all relevant health, safety and environmental management policies, procedures and controls across the Division/Department/Section by the delivery of the Health and Safety Management Program to guarantee employee safety, legislative compliance, delivery of high quality services and a responsible environmental attitude.
  • Follow all relevant Security policies, processes, procedures and instructions to ensure security compliance in all aspects of work, by applying them on self, others and Corporate assets.
  • Ensure compliance with corporate requirements for adherence to policies, procedures and instructions related to Crisis Management and Business Continuity in order to continue mission critical activities.

People Management

  • Manage the effective achievement of the Organization’s objectives by setting individual targets, developing and motivating staff, and providing formal and informal constructive feedback and appraisal – in order to maximize subordinate and department performance.
  • Contribute to the development of UAE National employees in a manner which supports the objectives of the corporation and its Emiratization strategy.
  • Contribute to knowledge dissemination/sharing in a way that assists with building internal capabilities of UAE Nationals where applicable and maximize their effective performance.

Knowledge, Experience and Skills

  • Bachelor of Science Degree
  • 12 years of relevant experience, out of which 4 years in a Managerial role
  • Ability to conceptualize, plan, develop, and manage the assigned RP programs for a multi-unit station
  • Knowledge specializing in Radiation Safety including pre-disposal management of radioactive waste, acceptance criteria, health physics, radiation monitoring and dose limits
  • Understand Nuclear Power Plant design and modification
  • Understand license basis requirements
  • Understand the responsibilities regarding the work control requirements of a Nuclear Power Plant.
