We are supporting a major nuclear new build programme in the Netherlands and are looking for an experienced Quantity Surveyor / Cost Control Engineer to join the Owner’s project controls team during the detailed design phase.
This is a key governance role, acting as the Owner’s point of contact for timesheet validation, cost control, and contract compliance within a complex EPCM framework. The position will involve a mix of office-based work and regular presence on site as required by the project.
Key Responsibilities
- Act as Owner’s SPOC for timesheet review and LOE validation, ensuring compliance with contractual requirements
- Review and challenge submitted hours, identify disallowed costs, and manage clarification and resolution processes
- Maintain and monitor project cost baseline, tracking actuals vs budget
- Implement and manage Earned Value Management (EVM), including CPI, SPI, EAC and variance reporting
- Validate progress measurement methodologies and challenge contractor reporting where required
- Ensure compliance of invoices, remuneration claims, and supporting documentation with EPCM contract terms
- Support audits, dispute resolution, and escalation processes
- Provide clear, auditable reporting and collaborate with Project, Legal, Finance, and Engineering stakeholders
Requirements
- 10+ years’ experience in quantity surveying, cost engineering, or project controls
- Strong experience within major capital projects (nuclear, oil & gas, infrastructure, or heavy industry)
- Proven track record in EPCM / reimbursable / LOE-based contracts, including timesheet validation and cost control
- Solid understanding of Earned Value Management (EVM) principles and application
- Experience reviewing resource-loaded schedules, deliverables, and organisation structures
- Ability to operate in complex, multi-stakeholder environments and manage contractual discussions
Desirable
- Experience in nuclear new build, reactor design, or isotope facilities
- Familiarity with Primavera P6 or similar tools
- Knowledge of Dutch regulatory / contractual frameworks
- Additional language skills (Dutch or Spanish)

- The role requires regular interaction with site-based teams and occasional travel within the project area
- Work will be performed under a structured project environment with strong governance and oversight
