For a well known client operating in the United Arab Emirates, we are currently looking for a Digital Strategy/Data Governance Leader/Architect.This is a long term opportunity.

The Digital Strategy/Data Governance Leader/Architect is responsible for defining the Enterprise Technology strategy and integration roadmap considering future business requirements. The Digital Strategy/Data Governance Leader/Architect is also responsible for the design and oversight of the implementation of Enterprise Technology architecture and infrastructure to meet business and technical requirements. In addition, the role is responsible for coordinating the introduction of new technologies, strategic applications and integration in alignment with the business strategy, end-user requirements, and Cybersecurity requirements.

The Digital Strategy/Data Governance Leader/Architect is also responsible for monitoring staff performance and providing continuous feedback and support to foster section improvements.

Job Specific Responsibilities:

  • Develop and update the Enterprise Technology strategy, architecture and integration roadmap including monitoring and evaluating future business requirements
  • Develop and update the Enterprise Architecture framework, policies, procedures and processes
  • Ensure the implementation of the Enterprise Technology architecture is performed to a consistent standard and follows an integrated approach across all enterprise technology architecture. This includes defining the relationship between the users, business model, application layer, infrastructure layer (including cloud), data layer, integration layer, and the security layer
  • Coordinate with end users in order to ensure that the Enterprise Technology strategy, architecture and applications support business plans
  • Research and develop new technology, infrastructure and applications while evaluating applicability and alignment with the organisation’s risk appetite, business requirements and design principles
  • Provide expertise in infrastructure hardware and software evaluation, selection and implementation
  • Provide feedback on aspects related to the efficiency and effectiveness of newly introduced systems, identifying areas for improvement and suggesting measures for delivery
  • Ensure Enterprise Technology projects planning, development and related matters are in line with the Enterprise Technology Strategy and Enterprise Architecture
  • Work closely with the Cybersecurity team, to ensure compliance with Cybersecurity requirements and policies to safeguard the interests of the client
  • Develop the Enterprise Technology governance, and enhance employee awareness and skills to support and utilise systems
  • Identify and manage risks associated with the use of Enterprise Technology systems (in coordination with the Enterprise Risk Management team)
  • Ensure the Enterprise Technology Strategy enables successful Business Continuity and Disaster Recovery Plans in close coordination with the Business Continuity Management team
  • Support the assessment and selection of strategic vendors to ensure vendors have a technology roadmap that aligns with Enterprise Technology strategy
  • Work closely with colleagues in the Enterprise Technology and Cyber function and the various departments to ensure appropriate support and collaboration exist to achieve the organisational objectives

Standard Responsibilities:

  • Contribute to the development and execution of department strategy, policies and procedures in alignment with the functional objectives taking into account the changing needs
  • Manage the activities of direct reports to ensure that all work is carried out in an efficient manner, in line with the section plans, and policies and procedures
  • Provide input into the preparation and consolidation of the function’s budget and advise line management on risks and opportunities
  • Implement the opportunities for continuous improvement of systems, processes and practices taking into account ‘international leading practice’ and changes in business environment and leveraging insights. This includes managing the related change management efforts
  • Ensure that all relative reports are prepared timely and accurately, and meet the section’s requirements, policies and standards

Knowledge, Experience and Skills

Essential Requirements:

  • Bachelor’s degree in Computer Engineering, Computer Science, Enterprise/Information Technology, Information Systems or related field
  • Must have at least one Enterprise Architecture related certification: TOGAF 9 or Zachman (Practitioner or Professional level)
  • Minimum of 10 years of practical experience in Enterprise Architecture, IT Strategic Planning or related field
  • Minimum of 4 years holding a managerial role in Enterprise Architecture, IT Strategic Planning or related field
  • Extensive knowledge of Enterprise Technologies (both infrastructure and applications including Cloud Migrations) as well as a fundamental understanding of Software Engineering toolsets and processes used by new age companies (Jenkins, GitHub, CI/CD pipelines, Devops etc.)

Desirable Requirements:

  • Master’s degree in Computer Engineering, Computer Science, Enterprise/Information Technology, Information Systems or related field
  • One of the following certifications: ITIL4 (Intermediate or Expert level) , COBIT5 (Implementation Level) , CGEIT – Certified in Governance of Enterprise IT or equivalent
  • Experience in a diverse/multi-cultural business industry (obtained from medium to large organisation)
  • Experience in developing Enterprise Technology strategy and enterprise architecture design in the Energy and Utility sector and knowledge of Energy and Utility Reference Architecture
  • Demonstrated track record and expertise in architecting technical resolutions that include Microservices, AI/ML platforms (SageMaker, Data Robot, etc.), data management and pipelines (Spark, AirFlow, Synapse, ELK etc.), continuous integration / continuous deployment (Jenkins, Ansible, Terraform ), API Management (Software AG, Tibco, IBM, Websphere, Mulesoft, etc.)
  • Experience in a multinational company
