Join a leading nuclear program in Aiken, SC as a Project Controls Subject Matter Expert III (PC SME III). This is an exciting opportunity to provide expert-level cost estimating guidance on one of the nation’s most complex nuclear construction efforts.

Key Responsibilities:

  • Provide expert guidance on cost estimating strategy, methodology, and best practices for large-scale, complex nuclear construction projects.
  • Develop, review, and analyze detailed project cost estimates from conceptual design through final construction phases, covering engineering, procurement, and construction.
  • Validate and verify internal and external cost estimates from contractors and subcontractors.
  • Analyze historical cost data and apply advanced statistical/analytical techniques to improve accuracy and reliability.
  • Ensure cost estimates are fully integrated with WBS, schedules, and risk assessments.
  • Lead complex cost risk analyses, identifying potential impacts and mitigation strategies.
  • Prepare cost estimates and supporting documentation for change orders, contract modifications, and claims.
  • Present cost analyses and defend estimates to senior leadership and stakeholders.
  • Mentor junior estimators and help develop internal estimating procedures consistent with DOE Order 413.3B.
  • Stay current with market conditions, industry trends, and technologies in heavy industrial and nuclear construction.

Qualifications:

  • Must be a U.S. Citizen.
  • Bachelor’s degree in Construction Management, Engineering, or related field (or equivalent extensive experience).
  • 20+ years of progressively responsible experience in cost estimating/project controls for large, complex industrial or heavy construction projects, with significant nuclear or defense sector experience.
  • Expert knowledge of nuclear construction regulations, DOE Orders, safety standards, and project controls practices.
  • Advanced proficiency in estimating software, scheduling tools, and Microsoft Excel; EVMS experience highly desirable.
  • Strong communication skills with ability to collaborate across engineering, project management, and project controls teams.
